RE: USA Patriot Act Compliance, Best Practice Principles Compliance

In 2005 the U.S. Treasury Department, as part of the implementation of the USA Patriot Act, issued final rules requiring dealers in precious metals, precious stones, jewels and covered goods to implement an anti-money laundering program. The effective date of the interim final rule is January 1, 2006 or not later than six months after the date a person becomes a dealer for the purposes of the rule.

Additionally, as a Sightholder of The Diamond Trading Company (DTC), Stuller must abide by certain requirements as set forth in the Diamond Best Practice Priciples Assurance Program (BPP), developed by the DTC. BPP was launched by the DTC to require that each link in the pipeline from the mining to the retail sale of diamonds will be completed within the highest professional, ethical, social, environmental and legal standards.

Stuller and its affiliates have always been, and will continue to be, committed to conducting business with utmost integrity and ethics. As a part of this ongoing commitment, effective January 1, 2006 Stuller has implemented the DTC's Best Practices Program and the USA Patriot Act's Anti-Money Laundering Program.
